The UAE new Traffic Law, officially known as Federal Decree-Law No. (14) of 2025 on Traffic Regulation, is set to come into effect on March 29, 2025. Here’s a comprehensive guide to understanding the major updates in the new traffic law.

Key Change: Reduced Minimum Age for Driving License

One of the most notable updates in the new law is the reduction of the minimum age requirement to obtain a driving license for cars and light vehicles.

  • New Minimum Age: 17 years old (based on the Gregorian calendar)
  • Previous Minimum Age: 18 years old

This change aims to provide younger drivers with earlier access to legal driving, under proper regulations and conditions.

Conditions for Obtaining a Driving License

To apply for a driving license under the new law, applicants must meet the following criteria:

  • Minimum Age Requirement: The applicant must be at least 17 years old.
  • Medical Examination: Applicants must pass a medical test or provide an approved medical report as per the Executive Regulations.
  • Driving Test: Successful completion of a driving test is mandatory, as outlined in the Executive Regulations.
  • Licence Types and Conditions: The new law’s Executive Regulations will specify the different types of licences, their validity periods, and the eligible age groups for each category.

Driving License Suspension and Cancellation

Under Article 12 of the updated law, authorities have the right to suspend, cancel, or reject the renewal of a driving license under certain conditions:

  • Medical Fitness: If the license holder is found to be medically unfit to drive.
  • Traffic Safety Concerns: If the Traffic Control Authority, in coordination with the Licensing Authority, deems the suspension necessary for public safety.

The Executive Regulations will outline the detailed procedures for:

  • Suspending or cancelling a license
  • Rejecting a license renewal
  • Reassessing and rehabilitating drivers whose licenses have been suspended

Strict Penalties for Serious Traffic Offenses

The new law introduces harsher penalties for major violations to ensure road safety.

Arrest for Serious Offenses

Under Article 31, the Traffic Control Authority has the power to arrest drivers caught committing serious traffic crimes, including:

  • Causing death or injury while driving
  • Significant property damage caused by reckless driving
  • Driving under the influence of alcohol, drugs, or substances impairing control
  • Reckless driving that endangers public safety
  • Failure to provide identification or providing false information after a violation

Driving Without a License in the UAE

Operating a vehicle without a valid driving license in the UAE carries severe penalties.

Driving with an Unrecognised Foreign License

If you are caught driving with a foreign license that is not recognised by UAE authorities, penalties include:

  1. First-time offence: Fine ranging from Dh2,000 to Dh10,000
  2. Repeat offences: Minimum 3 months imprisonment and/or a fine between Dh5,000 to Dh50,000

Driving Without a License or with the Wrong License Category

If you are caught driving:

  • Without a valid UAE licence
  • With a license that does not permit you to drive the type of vehicle you are operating

The penalties are:

  • First offence: Up to 3 months imprisonment and/or a fine between Dh5,000 to Dh50,000
  • Repeat offences: Minimum 3 months imprisonment and/or a fine ranging from Dh20,000 to Dh100,000
